Kim Farington is the Chief Financial Officer at FirstNet, the First Responder Network Authority. She joined FirstNet in May 2015. She was previously a member of the Senior Executive Service and served as the Associate Chief Financial Officer (CFO) for Financial Services at the U.S. Office of Personnel Management (OPM). In this position, she managed the financial, accounting, and reporting operations for all OPM programs, including the $1 trillion Trust Fund comprised of the Retirement and Disability Program; Federal Employees’ Health Benefits Program; Retired Employees’ Health Benefits Program; and Federal Employees’ Life Insurance Program. She also managed the development and implementation of OPM’s Activity Based Cost Accounting system for management of OPM’s operations. In this role, she was involved in dealing with cybersecurity incidences impacting her organization.
Prior to joining OPM, Ms. Farington was the Associate CFO for Financial Policy and Planning at Department of Agriculture (USDA). She was responsible for USDA’s fiscal and travel policy; publishing the Department’s Strategic Plan, and managing its Internal Control program. Ms. Farington also served as the Controller of USDA’s $600 million Working Capital Fund. Prior to USDA, Ms. Farington was the Chief Accountant at OPM where she was responsible for the OPM’s accounting policy and Internal Control Program.
